fontconfig error?

Fontconfig is supposed to use the $GARNOME/etc/fonts directory. It
doesn't. It uses the /etc/fonts directory.

spitting thru the configure sripts and the source. It seems that it will
never work. The $GARNOME/etc/fonts value is places in the file config.h
(and in Makefile). but this value is never used in the source. fccfg.c
checks to see if FONTCONFIG_PATH is set and will set it to /etc/fonts if
not, which is what is happening here.

A workaround would be to set the environment variable FONTCONFIG_PATH to
$GARNOME/etc/fonts

Can someone concur this, before I open a bug?
