I tried to change the toolbar stuff with a another user running gnome
2 (the one that shipped with redhat 8.0) and that worked fine.

Mozilla won't do it, because it's not a GNOME program. Galeon doesn't do
it
because there seems to be a bug in there somewhere. Just about every other
GNOME program will respond to this correctly (nautilus, ggv, etc).
It's not a GARNOME issue, it's a bug in Galeon -> please report this!
