Garnoem all versions - index.sgml not found

Everytime I try to compile a garnoome version since 0.15.x I get an
error message, that index.sgml file located in DOC/C/html cannot be
found. See below for a detailed error msg.
My workaround is to craete a file with that name in the given directory
without any content, and it works.
This happens when compiling gnomedb or libgda for example.

Is there anybody with the same feature ?
