Note that Python 2.2 is _required_ by PyGTK. The Makefiles export
PYTHON=/usr/bin/python2.2, if this is not true for you either change or
uncomment as required.
The other option is to use the jhbuild buildscripts to build out of CVS.
Just add "meta-gnome-python" to the list of packages to build, and it
will compile pygtk, orbit-python and gnome-python, along with their
dependencies.
