galeon works

i had no problems getting galeon 1.31 to compile.  in
/path/garnome-0.19.3/gnome/galeon/Makfile i changed the GARVERSION to
1.3.1  and --with-mozilla-snapshot to 1.2 instead of head.
works great and seems much stabler than 1.30
