I don't have this problem on my RH7.3.
Strange, maybe you haven't installed pspell-devel?

which is the problem? It seems that the compiler isn't able to find
"struct ovectl_ratemanage_arg".

Maybe I must upgrade ogg vorbis? (mine is version 1.0rc3)
