[gamin] flow control not working

Yo,

So, I have a bug in the flow control code. It's very reproducable,

Run this in $HOME and have a nautilus window opened 

dd if=/dev/zero of=test 

Gamin will turn on flow control (disabling i/dnotify) for a few seconds,
then turn off flow control (enabling i/dnotify), and then flow control
is never turned on again.
