[gamin] Release of gamin-0.0.14

  I'm announcing this one on the list, but I have made a number of 
releases in the last 2 weeks, mostly chasing bugs, cleaning the code,
I also improved the documentation and added a new way to debug running
instance of gamin server or of the library by sending SIGUSR2 to the 
offending process.
