automake requirement bumped to 1.9

Just a notification: as far as I could tell, the Makefile.am syntax used
in the most recent GGZ changes caused the automake requirement to go up
to 1.9. I'm no AM expert, though, so I could be wrong about this. For
2.17.90 I have increased the requirement to 1.9.0. If anyone has any
objections/corrections/adjustments, we can make them for 2.17.91.
