there is a bug, that doesn't work

you need to log in as root and put your file in place of one of the
standard themes.

I would have thought that would work but now that you mention it I
probably just overrode an existing file rather than adding a new one.

We should probably comment out the relevant section of the documentation
until the feature works again but I never got around to it.  I was hoping
it could be fixed rather than needing to change the documentation.
