Hi, I'm setting up the system here in our local web server. I've also
created a PayPal account to use during testing.
Tim, I think the best solution is to open a new PayPal account in the
US with the Gnome Foundation as holder (or if it is not possible, yourself),
to collect all the money.
We can create a new donation for each hacker requesting travel help.
When a donation is finished, the gnome
foundation will withdraw the money to the hacker.
So basically the system will be

When the user press the paypal button will go to paypal site and will
enter the ammount he wants to donate.
The web will need a module to download the paypal logs to update the
database with the current ammounts donated or an IPN (instant payment
notification).
With a little work more, we can collect the donators information
inside the guadec web site (this will be useful to have a donators hall of
fame or somenthing similar).

With auth, add a hacker to the database, or remove.
Well, I hope to have a testing version for tomorrow, but 0% of web design
(only text and plain buttons) :)
