Overview of changes since NetworkManager-1.18.8

This is a new stable release of NetworkManager.  Notable changes include:

* ovs: update implementation of OpenvSwitch handling to fix various
  bugs. In particular fix setting the MAC address and the MTU on OVS
  interfaces.
* Backport many fixes.
