Distro packagers should probably not package this yet.

Apart from the changes listed below there are lots of small changes.
Most changes are caused by changes in gtkmm-4.0.
All example programs are compatible with gtkmm 3.97.1.
docs/tutorial/C/index-in.docbook is not fully updated.

* Use glibmm-2.64 instead of glibmm-2.62
  Require gtkmm-4.0 >= 3.97.1
