- Remove battery recall support code
- Update for new UPower API
- Remove org.gnome.SettingsDaemon.Power D-Bus interface
  (deprecated by the new UPower)
- Fix brightness keys when there's less than 20 brightness steps

Remote display:
- Merge plugin functionality into the XSettings plugin
  we shouldn't modify GSettings on startup

RFKill:
- Handle rfkill for WWAN modems
