The elections timeline specifies a date for the announce of the official
list of candidates. This date is today.

Jeff was traveling and his bag with laptop and more was stolen, so he
might have not been able to send his candidacy because of this.

If you're talking about the 75 words summary, it's ASAP. In fact,
candidates should already have sent them to the elections committee.
