I'd like to see some type of a sliding scale.  $20K may be a
noise-level expense for Sun or IBM, but it could be several month's
operating capital for the proverbial "two guys working out of a
garage" type of small start-up.  The fee structure should take this
into account, and encourage the small guys to join.
