There is no reason why there has to be any close connection between
the technical standards organization and the various fundraising
organizations.  I'm not sure on the law in the US (and have no clue at
all for the EU) regarding the fundraising organizations providing
resources to the tech standards organization (e.g. so it can book a
hotel suite for its meetings, publish its proceedings, and so forth);
that would have to be looked into.  There are sometimes problems with
domestic non-profits giving money to foreign non-profits or to
unincorporated associations, and I don't know the full scope of those
rules.
