Question about importing

How does import determine if a file has already been imported?
I just connected my camera's card and it's loading almost 1000 photos
-- many of which have already been imported.
One thing I'm not clear on does the import dialog show *all* images on
the import media, or just the ones not imported before?
I just did a cp -rl (links) of my photos directory and it said it was
loading 960 images. Then before clicking "import" I did a diff of the
two directories it reports 350 differences. Is that what f-spot
determined were the "new" images out of the 960?
Then does the "import" button finally update the database?
Oh, clicking "cancel" actually goes and deletes the files it copied
into the photos directory. Interesting.
One reason for asking is I want to be able to use other applications
to add photos into the library (and f-spot's database), so I want to
add them in a way so f-spot will see that they have already been
imported.
