Mono.Data.SqliteClient.SqliteSyntaxException: no such table: tags

your database is corrupted, it's missing the tags table. either restore
the previous db and retry upgrade or start a new db.
you can find it in ~/.gnome2/f-spot/photos.db

on upgrade it should have created a photos.db* file somewhere, look for
it.
