import versus export question

What a way to spend a nice summer evening.  I was browsing the f-spot bug 
list when I spotted http://bugzilla.gnome.org/show_bug.cgi?id=338360 which 
discusses XMP Metadata sidecar files.  I added a quick comment when I 
realized that many people ask for their special feature, such as adding a 
copyright note, to each imported image.  That is, they are asking for 
import time features.  I realized that many such features should not be 
implemented during import but during the export phase.  In the same way
the question of when to write metadata to a JPEG image can be posed as
wanting the data added to the image immediately or when exported.  I
want as many options delayed until export time.  Lots can happen between
now and when I finally export my pictures.
