hi,
you can import photos to f-spot without copy them to the photos folder (look 
at the import dialog).
But unfortunately, f-spot does not look for changes in importet folders, so 
you have to manage it in f-spot manually if you delete or add an photo.

p.s.: is it planned to implement a "folder-watch"-function that takes care for 
changes in picture-folders? or an option to sync the f-spot database with the 
filesystem?
