tagging during import

I'm pretty sure I saw discussion during the "Tag Typing" thread that the
same feature was added to the import dialog, in place of the selector; I'm
only seeing the selector, and I want to be adding new tags with this import.

Is this possible?  If not, is it a good idea? :)
