One possibility is to just make it so that if the suer tries composing a
message with all accounts disabled, you pop up a dialog and explain to
them that they need to enable one.

another option might be to put the default account into the From-menu
when all accounts are disabled.

the only thing to be careful of in the second suggestion is that if the
default account is a remote account and they save a draft, you need to
be sure to append to the local Drafts folder rather than the accounts
Drafts folder (this might also present some confusion to the user?)
