I only ask because devices are probably more likely to support
iso-8859-1 than iso-8859-15 simply because iso-8859-1 was around for so
long (I could be wrong, but I doubt it)

I know iso-8859-15 is the new and improved, but this is simply a test to
see if UTF-8 is supported by the platform, it doesn't switch the system
to iso-8859-1 if UTF-8 isn't supported ;)
