[evolution-patches] UTF8 configure test

Hi,

http://bugzilla.gnome.org/show_bug.cgi?id=317451 contains a patch which
changes the configure test that checks for UTF-8 support in iconv.  It
currently tries to convert from Japanese to UTF-8, but that fails in
certain embedded devices which support UTF-8 but not all locales.  The
patch changes it to convert from ISO-8859-15 (Western Europe) to UTF-8,
thus performing the same check but with far more likelyhood of passing
on embedded systems.
