[evolution-patches] Numerious static/const changes

The patch in http://bugzilla.gnome.org/show_bug.cgi?id=318176 adds lots
of static and const keywords.  Mainly these go into libical which is
very evil in having lots of large non-const non-static arrays, but there
are small changes all over EDS.
