I did a little hack to have the account selector from 
e-msg-composer-hdrs show up in the dialog (screenshot edited and 
attached), but I personally I don't think the result is really worth the 
effort: it makes the dialog box bigger, it would require me copying a 
lot of code from the e-msg-composer-hrds, and that for a function that 
would rarely be used -- by default, the message is sent from the account 
associated with the folder, which is usually the right choice.
