This is definetly wrong.  % should be ok, it getsw url-encoded in the
url.  Again, something is parsing/setting up url's improperly. (infact
many things almost certainly are).

Having said that ... maybe its a cheap workaround for the problem.

Is this 1.5 or 1.4?  For 1.5 it should be fixed properly.
