That is a good question.  I can't seem to find it either (explicitly). 
It can be considered a result of the mandate to reduce visual clutter. 
While there are some contradictions in the 1.0 version of the HIG, there 
are no separators to be found in any screenshots in the latest draft 
<http://developer.gnome.org/projects/gup/hig/draft_hig_new/windows-alert.html>. 
   Every actively maintained GNOME program that I know of has been 
following this unspoken rule.
