[evolution-patches] 46002: Latvian & Lithuanian weather broken

The attached patch fixes some bugs in how several of the Baltic states
were represented in the Locations file.  Added LA (Latvia), LT
(Lithuania), removed LV (apparently not in use, probably intended for
Latvia).  The weather stations were already in the file, but the
countries in question were left off the list of States in Europe.
