Hmmm. There are some issues with this placement...let's discuss the 
purely cosmetic ones first:

* You should capitalize the words in the frame label in the style of a 
book title. That is, it should be "Connection to Server".

* Ideally, you should add accelerators to the labels, so that this 
option will be keyboard accessible. (Yes, I know that many of the 
labels on this page are missing their accelerators; that is a bug 
against them.)

* I don't understand why you put this on the "Receiving Options" tab, 
and not the "Receiving Mail" tab . Can you explain that? The other 
settings on the "Receiving Options" tab allow one to exert extra 
control over how his mail is presented to him, and take for granted 
that the user can successfully connect to his server  --  the 
"Receiving Mail" tab is much more basic, in that it allows one to 
specify information about  his server so that he can receive mail, 
period. For people who need this option, it seems much more similar in 
scope to the options on the "Receiving Mail" tab to me.

So those are my main concerns about including this option in the gui 
for now.
