I don't think we should be adding this dialog.  It just makes it
annoying to use the cancel button, and losing an edited filter is not
enough damage to be worth a warning dialog.

Also, we are string frozen, and we have been for a while.  While we have
broken the freeze a number of time before, this seems a bit much. 
Translators are already having a hard time catching up; let's not make
their job unnecessarily harder. 

We have to respect the freeze and not add new dialogs.
