On my (Fedora 35) system it's 63513.

Set it by editing/adding a file in /etc/sysctl.d with the contents

user.max_user_namespaces = 63513

(call it something like "90namespace.conf" and then reboot the machine)

I'm still not sure why this is an issue if you aren't using a
containerised environment.
