Is there a way, short of uninstalling/reinstalling Evolution, to

In other words, I'd like to be able to run it and have it lead me

Uninstalling and reinstalling software on Linux is almost always a
complete waste of time. This isn't Windows.
All your personalised settings are in your home directory under
~/config/evolution. Check out the Help for more information.

More exactly
https://help.gnome.org/users/evolution/stable/data-storage.html.en
Thus, if you deleted the folders:
$HOME/.local/share/evolution
$HOME/.config/evolution
$HOME/.cache/evolution
you would make evolution forget its data.
Of course that would make you LOSE THE EMAILS THAT WERE LOCALLY. In
case of doubt, you should never delete the folders, but your
move/rename to somwhere else.
Anyway, if what you actually want is the Evolution Mail Configuration
Assistant, it's much easier: File → New → Mail Account
