KDE/Plasma doesn't use WebKitGTK as fas as I know, but of course
running Evolution under KDE/Plasma does use it since Evo depends on the
GTK libraries.

I have this configuration and haven't seen the problem you mention, but
this is on Fedora, not Debian.
