I have reinstalled Evolution, but it didn't change anything.
But if there is an existing copy of the program, perhaps a corrupted file would not get overwritten?
Have just tried it, and yes you get a very quick flash of the dialogue box that should appear, and then it's gone !!

before it closes.
Double-clicking on the Send/Receive button does make the popup display
- I've just tried it on exactly the same version as you are using.
