You can either use dconf-editor, or a terminal window.
For the latter, to get the current value:
  gsettings get org.gnome.evolution.shell search-web-uri-prefix
To set a different value:
  gsettings set org.gnome.evolution.shell search-web-uri-prefix "yourNewUrl"
