That first requires you to enable writing to some filter log, so this
does not make much sense to me. Plus it lacks a problem description.

there is no explicit problem. It's for comfortable use of evolution. I
defined/enabled a filter log. Is it possible to show a button, if a
filter log is defined/enabled?
I haven't used the log for a long time, but IIRC it's not in the format
of a set of filter definitions. It's hard to see how the filter editor
could be used on it without a good deal of massaging.
