        Hi,
the above should work, unless something changed on the gtk+ side. What
is the version of gtk+/gtk3, please?

Evolution reads that file on start and writes it to the disk on quit.
Which shortcut are you trying to change? Not all of the shortcuts use
din Evolution can be changed.
