[Evolution] Reply and Forward Format in Evolution

I am trying to change the format of the reply and forward emails in evolution.  I know that there is a template plugin but that is not working well since it only works for reply to the original person and does not use the standard reply process.

When I send a reply this is the format:

The format I am looking for is this: (with the separation line)
