Exactly! It could be as simple as a checkbox when creating a meeting request. This just seems like a missing feature in Evolution.
And thank you for actually addressing my question instead of telling me how my company's process (which I have no control over) is wrong.

Hello, iCalendar invitations are very often emails. They have the advantage to be easily insertable in the own calendar, compared to inserting the event manually from an email in the calendar. At protocol/iCalendar level, using ATTENDEE;RSVP=FALSE:mailto:me example org can be used to specify explicitly that no response is desired.
