Hi,
I suppose your events are stored in one of the On This Computer
calendars. Could you find one of the "shifted" events in the backup
.tar.gz file, located under .local/share/evolution/calendar/ of that
backup tarball, and post it here, or even better fill a new bug report
in the GNOME bugzilla, please? The relevant part, if you'd search by
summary, is between BEGIN:VEVENT and END:VEVENT lines in the
corresponding calendar.ics file. The most interesting lines are with
DTSTART and DTEND from the VEVENT definition. I guess the times there
are stored without the timezone reference, or it cannot be found, or
something like that.
You also wrote that you've Evolution 3.20.4, I suppose the evolution-
data-server is also 3.20.4. I'd guess you face some sort of variant of:
