        Hi,
that all is driven by the gtk+ itself, as far as I know. What does this
command return?
    $ gsettings get org.gnome.desktop.interface can-change-accels
It might be related, at least partly.

Try to search/"Google" about this property more, you might get some
useful hints, I suppose.
