Is it possible to Send/Receive email without actually running the GUI, i.e. via the command line? I would like to sync with the remote mail server (POP in my case; e.g. with a cron job) but not actually have Evo run up-front all the time.

No, Evolution initialises the X connection very early on and fails if no server is available.

The normal solution for such things is to use 'fetchmail' and then configure Evo to retrieve the mail from a local source. I would strongly advise not to try and get fetchmail to deposit messages directly into Evolution's private folders - that way lies heartache and confusion.
