try to run evolution like:
$ CAMEL_DEBUG=all evolution
and then search for your SMTP server, but I would try to check your
Authentication setup for the SMTP in evolution first, maybe it
misunderstood your GOA settings. When you say "without using GOA", do
you mean when you configure the account completely in Evolution?
I have some other bugs, like when i paste a content i cannot scroll
anymore in the mail write window,

and when i uncheck the check for using
PGP key evolution crashes.
I'm not aware of this. Could you install debuginfo packages for
evolution-data-server and evolution and get a backtrace of the crash,
please? One way is to run evolution under gdb and reproduce the crash:
$ gdb evolution --ex r --ex "t a a bt"
Beware, the backtrace can contain private information, like passwords,
email addresses and so on (I usually search for "pass" (quotes for
clarity only) at least).
