Unfortunately, I did not do the right thing and back up the full data
with "Back up Evolution Data..." I was working with version 10.10
That is an Ubuntu version?
everything was fine. I have a backup of that system as it was but again
I didn't do the official "Back up Evolution Data..." thing. So all I
have are the actual files "addressbook.db, contacts.db" folders etc...
Then I made sure I was up to date and I upgraded to 10.04
To 10.04 from 10.10, as you wrote above? Or did you mean 09.10?

made sure that was all up to date, and immediately upgraded again to
10.10. I didn't check evolution between these upgrades, but each time I
did the distro upgrade, I made sure the system was up to date first.
I'm hoping there is a way that I can import the data some how. As far
as these upgrades go, everything seems fine. When I opened evolution,
my data was gone including email, calendars, and contacts, but my
settings were in tact (accounts logins etc). I took this opportunity to
change up my email anyway so I'm not worried about the mail, but I can't
seem to get my contacts back.
You are now using Ubuntu 11.10 which wasn't mentioned yet in your steps.

Sorry, I got the numbers all mixed up. I'm not doing too well today;)
Yes it is Ubuntu distro, and the version I starting with is 10.10, then
upgraded to 11.04, then upgraded again to 11.10.
