Send an attachment to gmail, it puts it inline as mime or html tagged
text, send to other users on the same exchange server and it does the
same thing. If I set gmail/outlook encode files, I get the same BS but
also a winmail.dat file.

if I got it right, you are using exchange-mapi connector and if you
write an email with an attachment and send it through this exchange-mapi
account, then the receiver receives the email, but the attachment is not
exactly same as you created it in Evolution, but it's shown as a
"winmail.dat" file? If so, then I suppose it being [1] with a fix in
0.30.0+ of evolution-mapi.

Other issue wife sends mail in from gmail and I get a [?]  until I
select the encoding I want to view it in (unicode 8 or western
European).

Is this also received through evolution-mapi? Well, then it might be [2]
most likely, fixed in 0.30.2+ of evolution-mapi. Just note that with
this bug, even when you update your system, the message will be shown as
before until it's refetched again, which you can do by simply removing
the local cache from ~/.evolution/mail/mapi/<account>/folders/* while
evolution is not running. It's safe to remove it, because that all is
stored on the server.

Summing that all, please consider updating to Fedora 13, or wait few
weeks and update to Fedora 14.
