I realize this method works. However, to be honest this method is quite inefficient and slow. I perform many tasks through by issuing a "mailto:" command to the alt-f2 run screen. this pops up just a new message and not the thick evolution mail main screen. So if I had a right click in the message body for template i could so everything without having to bring up the thick evolution client go to templates right click on edit as new. This doesn't seem like that difficult of a request as the functionality is already there for responding to messages. Can this be added as a feature and added to the new message body context menu as well?

What's your problem with going to your template folder, choose the
template you want to create a new message from and either double-click
it or use "right-click edit as new"? Don't see any problems with that!
