Just add a new address book in Evolution and select "Google" as the type
(instead of "On This Computer"). Works well, except that you can't use
this address book if you're not connected to the network.
Can't you check the box "copy book content locally for offline
operation".
I haven't tried for addr book, but it works well for calendars.
