I have a "Junk E-mail" folder at the same level as my Inbox, which as
you say I assume was created by Exchange (I certainly didn't create it).
But, it never has anything in it, even if I explicitly mark an email as
"junk" (as described in my bug report).

That's been the case for a long, long time: well before I started
building from SVN (but it's still true today as well).
